Regulatory Compliance Specialist

ROSEN USA, based in Houston, TX seeks to employ a Regulatory Compliance Specialist to support Regulatory Compliance services and related consulting engagements within our growing Integrity Solutions team. The Regulatory Compliance Specialist position will be primarily focused on applying industry-leading practices, and assisting our clients tackle complex regulatory compliance framework.
The applicant should have experience working with clients, contributing to proposals, and being a part of successful project teams in these areas.
 

Responsibilities:

•    Provides input and guidance on compliance manuals, policies, and procedures according to company policy and regulatory requirements.
•    Provides regulatory interpretations and technical advice to clients using effective communications techniques.
•    Assists in developing and conducting DOT training and emergency preparedness.
•    Maintain knowledge of engaging with Communication Plans, Operator Qualifications, Management of Change, Integrity Management, and Public Awareness. 
•    Perform jurisdictional analysis on pipelines.
•    Perform internal gap assessments to determine effectiveness of programs and identify issues and noncompliance.
•    Identifies potential or actual areas of non-compliance through personal on-site inspections.
•    Work closely with internal and external project members for project acquisition and execution for projects related to integrity management programs and /or compliance.
•    Support ROSEN commercial teams by generating proposal content and delivering client presentations on service capabilities.
•    Maintain customer focus and communication during project execution. 
•    Support organization during conferences and other industry events.
•    Support drafting industry papers and publications.

REQUIREMENTS

•    Bachelor’s degree.
•    3 years of direct DOT/PHMSA regulatory compliance experience, showing working knowledge of 49 CFR 191-199 (gas and hazardous liquids) regulations and referenced standards.

Qualification or Skills:

•    Understanding of GIS technologies, and how GIS applies to regulatory compliance.
•    Experienced with legislative and regulatory processes, interpretation of regulations, and development of programs to comply with regulations. 
•    Experience designing, developing, implementing, and maintaining inspection policies, procedures, and programs with a team of people.
•    Strong verbal and written communications and interpersonal skills.
•    Ability to work under pressure and meet deadlines and schedules.
•    Ability to learn the needs of our clients, and adapt processes and deliverables to unique client needs.
•    Advanced computer skills including knowledge of Outlook, Word, Excel, and Power Point.
•    Ability to represent clients, defend company position using a strong knowledge base of the regulations.
•    Must be detail oriented in completing required paperwork.
•    Travel requirements up to 25%
