ROSEN USA, Inc. based in Houston, TX seeks to employ a Head of Health, Safety and Environment (Head of HSE). The role oversees all aspects of HSE for ROSEN’s U.S. locations and jobsites in the USA, Mexico and Central America. The Head of HSE is to execute technical and functional responsibilities related to health, safety and environmental areas within the region. This include providing leadership to the HSE team and drive the company’s HSE culture with the objective to create and sustain a culture and uncompromised commitment to the protection of the employees and the environment; implementation of the company’s HSE policies and procedures; ensure compliance with federal/state/local regulations and customer HSE requirements; manage Health company’s HSE management system; analyzing and continuously identifies enhancements or modifications to existing programs to improve the company’s HSE performance; and provide HSE subject matter expertise to management and other internal/external stakeholders.

 

 

 

 

Responsibilities:

The Head of Health, Safety and Environment (Head of HSE) will be responsible for the following:

  • Manage, develop and provide leadership to the HSE team in the company’s US and Mexico locations (5FTE).
  • Provide leadership and actively support the company in building a proactive safety culture.
  • Lead the company’s HSE meetings, training, seminars and present HSE material in customer meetings.
  • Create and maintain HSE policies, procedures and instructions up to date in accordance with applicable codes, standards and local/state/federal laws and regulations.
  • Maintain the company’s HSE management system in accordance with OHSAS 18001 (or ISO 45001), ISO 14001 and other applicable codes and standards.
  • Investigate and reporting of HSE incidents, accidents and near misses in accordance with local/state/federal requirements and the company’s internal RCA process, procedures and guidelines.
  • Maintain, analyze and report incident statistics, trends and provide recommendations for corrective actions and best practice sharing throughout the organization.
  • Maintain the company’s HSE management system in accordance with OHSAS 18001 (or ISO 45001), ISO 45001:2015, ISO 14001:2018 and other applicable codes and standards.
  • Manage and administration of the company’s workplace drug and alcohol testing program.
  • Plan and perform HSE audits, work site hazard assessments to identify potential unsafe conditions or behaviors.
  • Provide HSE expert support and guidance to management and other internal stakeholders.

REQUIREMENTS

Qualification or Skills Required:

  • Minimum 10 years of experience developing and implementing HSE programs, with a minimum of 5 years leading a team.
  • Bachelor degree with a specialization in Occupational Safety or Health, Safety Engineering, Safety Science, or Environmental Health is preferred.
  • Experience in the Oil and Gas industry and related HSE information exchange platforms, such as ISNetworld.
  • A strong understanding and experience in OSHA regulations, hazardous materials handling (e.g. NORM) and environmental regulations.
  • Experience with managing (DOT) workplace drug and alcohol testing programs and compliance.
  • A proven record of managing systems compliant to standards OHSAS 18001 (or ISO 45001), ISO 45001:2015 and ISO 14001:2018.
  • ISO 19011 Lead Auditor.
  • Proven track record and experience with developing and implementing HSE strategies and action plans to drive the company’s HSE culture.
  • Excellent verbal and written communication skills to communicate effectively with management as well as with employees of all levels in the organization.
  • Self-starter, who works independently and coordinates multiple initiatives.
  • Maintains a sense of urgency, individual responsibility, and possesses the ability to effectively work under pressure and with changing priorities.
  • Proficient in MS Office (Word, Excel, and PowerPoint).

Qualification or Skills:

Preferred Qualifications:

CSP (Certified Safety Professional), ASP (Associate Safety Professional), CHSO (Certified Health and Safety Official) certification(s).
Working knowledge of the Spanish language.
